Background story

I'm not that good at creating background stories, but I have though of few of the key points.

In near future, fuel crisis gets worse, it goes to the level where fuel is only sold to the companies and no longer for private use. This leads to problems and creates these raider gangs, who use cars to attack fuel transports. Situation gets worse and finally cities are walled up.

Multinational company invents a new way of drilling oil from the bottom of the ocean, thus ending the fuel crisis and allowing private cars once again. Unfortunately, the situation is well out of hand and instead of ending the reign of raider gangs, this only makes the situation worse.

Altough anyone can once again use their car to travel, almost no one does so, due to the fact that roads are no longer safe. Goverment decides to take action, clearing out main roads for safe travelling. They manage to guarantee some safety, but raider gangs still remain.

Corporations, disappointed to the way goverment handles the situation, start to hire their own armies to help protect their assets. Goverment is not pleased with this, which leads to confrontations between goverment and corporations.

After a while, new laws are made in cooperation among corpotations and goverment. Corporations are allowed to use freelance agents to help protect their assets, but the amount and usage of these agents is strictly controlled.

I know that's just a bunch of cliches, but the whole idea of automotive combat is so kinky, that it's impossible to think a good backstory for it. If anyone has better ideas, then please share them.
