Starter area

The basic idea for starter idea was easy, area where not only road were goverment controlled, but instead the whole area. What was more difficult, was how to make it fot into the concept. But in the end the answer was quite simple.

Through combined efforts of goverment forces and some of the corporations, they have managed to make safe zone between some major cities (starter city will be in the middle of this zone). There are still raiders in the area, who take shelter in underground bases, but airspace is almost completely under goverment control, thus making assault on other cars a suicide.

Once again there are no artificial constraints, unlike most MMOs, where thay just say "You can't do that, this is a non-pvp-area.". Instead it's a similar system than Concord in EVE online and if it works in that game, it should work with this one.
